Parliament received the statutory instrument on July 17, one day after ministers approved it. A notified body may approve a standard plug if it meets relevant BS 1363 requirements and the product specification. This addresses existing restrictions on plugs used for connecting generation equipment to sockets. While product approval provisions apply across the UK, the electricity safety amendment is limited to England, Wales, and Scotland.
The interim specification covers electrical design, British plug standards, mounting arrangements, fire safety, and labelling. It sets the conditions that products must satisfy before being legally sold or connected. An electrical safety study tested representative plug-in solar systems on UK domestic wiring, finding stable operation under tested conditions, with no ongoing unsafe energisation or thermal hazards. The study also noted differences in product quality, including export limitations and electromagnetic compatibility. These results supported a UK-specific standard and provided clear consumer guidance.
Preparations in retail sector following public feedback
A government consultation garnered 466 responses from businesses, technical experts, regulators, and the public. Over 85% supported the interim product specification, and most respondents backed the proposed plug-in rules. Participants included energy providers, electricians, manufacturers, network operators, academics, and trade associations. Some expressed concerns about older household wiring and noncompliant products available online. Others warned that consumers might confuse the rules with permissions for plug-in batteries. The government intends to publish consumer guidance once the regulations come into force.
Retailers such as B&Q, Currys, Amazon, and Lidl contributed to the preparations for the new plug-in solar framework prior to the close of the consultation. The system is aimed at households unable to install traditional rooftop systems, including some renters and residents with balconies or outdoor spaces. The June total capacity does not include systems operating under the new plug-in scheme, as these devices are not legally permitted to use the amended route before August 27.
